- : This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.603, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a written solicitation will not be issued. RFQ Reference Number 03-866-2095 is issued under FAR Part 13, Simplified Acquisition Procedures. Quotes are requested. The RFQ incorporates provisions and clauses in effect through Federal Acquisition Circular 13 ,April 17, 2003. The National Institute of Standards and Technology (NIST) has a requirement for a quantity of 1, Memrecam fx-6000 Digital High-Speed Video System (Manufacturer: NAC), Carrying Case, J-Pad II (hand-held controller), Mating Connector for Trigger Input, Smart Capture control and capture software, Operation Manual, Fast, fibre channel download capability, Video converter (D-VGA to Analog VGA and NTSC), and Portable Laptop Control Console. Salient characteristics: (1) System is fully self-contained; (2) Possesses recording capabilities a) up to 4000 pps at 512 X 512 pixel resolution; b) up to 5000 pps at 512 X 500 pixel resolution; c) up to 6000 pps at 512 X 384 pixel resolution; d) up to 10000 pps at 512 X 248 pixel resolution; (3) Framing rates up to 70000 pps; (4) image capture is possible in confined spaces. Quotes shall be firm-fixed price. FOB Destination to NIST, 100 Bureau Drive, Gaithersburg, MD 20899-0001. The Government will award a purchase order to the responsible offeror whose technically acceptable quote represents the best value at the lowest overall price. The provision at 52.212-2, Evaluation-Commercial Items, applies to this acquisition. The clause 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded from the NIST Web Page located at http://www.nist.gov/admin/od/contract/protest.ht apply to this acquisition. Quotations must address be accompanied by a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Items (downloadable from http://www.nist.gov/admin/od/contract/repcert.htm). The NAIC is 423410; size standard is 100 employees or 500 for Government Contracting. Quotations must be received not later than 2 p.m. EST on May 30, 2003.
