Description
The USDA, Natural Resources Conservation Service has a requirement for clerical services. This is an OMB Circular A-76 cost comparison study. The purpose of this study is to determine the most effective method of providing clerical services for the NRCS offices in Hopkinsville, Bowling Green, Somerset, London, Quicksand, Paintsville, Grayson, Cynthiana, Carrollton, Harrodsburg, Elizabethtown and Owensboro, Kentucky. Government personnel are currently performing these services. In accordance with OMB Circular A-76, offers will be compared with the government's costs to perform these services. The proposals will not result in a contract if government performance is determined to be more cost advantageous. This is a multiple award type contract. Offerors will have the option of bidding on workload identified in any or all of the five service areas. Major components of this work include: managing incoming and outgoing telephone calls; receiving visitors and responding to them in a professional manner; communicating with employees in a courteous and respectful manner; performing reproduction/duplication services as requested; handling incoming and outgoing mail; utilizing automated communication techniques (fax, email, voice messaging, etc.); preparing a wide range of documents utilizing computer sofware packages such as Microsoft Word, Excel and Access; typing, proofreading and filing with minimal errors, and organizing meetings and conferences. Any contract resulting from this solicitation will have a one-year base period and four one-year options. The lowest price technically acceptable selection process will be used with any restulting award being firm fixed price service contract. Technical and cost proposals will be required. The NAICS Code is 561110, office administrative services; size standard $6.0 million. The solicitation will be available on or about June 1, 2003, and will be available solely through the Federal Business Opportunities website at http://www.fedbizopps.gov. Hard copies of the solicitation and/or amendments will not be available. The anticipate due date for receipt of proposals is July 1, 2003. All responsible sources may submit a proposal, which shall be considered by NRCS. The U.S. government reserves the right to retain the work in-house and make no contract award. This is a total small business set-aside.
