Description
Provide Title I Architect ? Engineer (A-E) Services for the United States Department of Agriculture, Forest Service (FS), Rocky Mountain Region, Shoshone and Bighorn National Forests, Wyoming. The nature of the work involves investigating water rights awarded to the FS under the Big Horn Adjudication. Typical tasks will include water rights research, data verification and collection, claim validation, data submittals and reports. Data collection will be performed with survey grade GPS equipment; where this equipment is unable to collect the requested data, traditional survey methods will be employed to collect the same. One contract will be awarded. The estimated total of the requirements contract is not expected to exceed $250,000. Multiple task orders may be issued under this contract from the date of award, estimated to be June 15, 2003 through approximately December 31, 2004. Each firm-fixed price task order will include a specific statement of work and be negotiated individually. ONLY FIRMS LOCATED WITHIN WYOMING WATER DIVISION NO. 3 WILL BE CONSIDERED. GENERAL QUALIFICATIONS, INCLUDING: (1) Reputation and standing of the firm and its principal members; (2) Experience and technical competence of the firm in water rights investigation; understanding of Wyoming water law and the Bighorn Adjudication, and experience with the State Engineer?s Office and Board of Control. (3) Past record in performing work for FS, other agencies, and private industry, including projects or contracts implemented with no overruns; performance from the standpoint of cost including cost overruns (last 5 years); the nature, extent and effectiveness of contractor?s cost reduction program; quality of work; and ability to meet schedules including schedule of overruns (last 5 years); (4) The volume of past and present workloads; (5) Interest of company management in the project and expected participation and contribution of top officials; (6) Adequacy of central or branch office facilities for the proposed work, including facilities for any special services that may be required. B. PERSONNEL AND ORGANIZATION: (1) Specific experience and qualifications of personnel proposed for assignment to the project, including as required for various phases of the work: (i) Technical skills and abilities in planning, organizing, executing, and controlling; (ii) Abilities in overall project coordination and management; and (iii) Experience in working together as a team; (2) Proposed project organization, delegations of responsibility, and assignments of authority; (3) Availability of additional competent, regular employees for support of the project, and depth and size of the organization so that any necessary expansion or acceleration could be handled adequately; (4) Experience and qualifications of proposed consultants and subcontractors; and (5) Ability to assign adequate qualified personnel from the proposed organization (firm?s own organization, joint-venture organizations, subcontractors, etc.) including key personnel and a competent supervising representative. The following factors are listed in order of importance: B(1) Specific experience and qualification of personnel proposed for assignment to the project; B(4) Experience and qualifications of proposed consultants or subcontractors; A(2) Experience and technical competence of the firm, A(3) Past record in performing work for FS; A(1) Reputation and standing of the firm and its principal members; A(4) Volume of past and present work loads; A(5) Interest of company management in the project; A(6) Adequacy of central or branch office facilities; B(2) Proposed project organization, delegation of responsibility and assignments of authority; B(3) Availability of additional competent employees, regular employees for support of the project; and B(5) Ability to assign qualified personnel. Firms that have the qualifications to perform the services described above and wish to be considered for this contract should submit four copies of Standard Form (SF) 254 and SF 255 to USDA Forest Service, to be received by 4:00pm, June 4, 2003. Send all four copies to P.O. Box 25127, Lakewood, CO 80225-0127 (mail) or 740 Simms Street, Golden, CO 80401-4720 (courier). This acquisition is a small business set aside. The North American Industry Classification System Code is 54131 and the size standard is $4.0 million. This is not a request for proposal. See Note 24.
