Description
The U.S. Coast Guard Engineering Logistics Center has a requirement to procure the following items to provide inventory support of the heated windshield systems installed onboard 225? WLB and 140? WTGB Coast Guard vessels. (1) Stock Number 5620-01-457-8522, Glass, plate, electrically heated, 2-ply replacement glass, BAE Systems P/N KS-23429, quantity 13 each; (2) Stock Number 2090-01-413-0459, Electrically heated marine window, BAE Systems P/N KN-325-F54X36, quantity 1 each; (3) Stock Number 2090-01-413-3362, Electrically heated marine window, BAE Systems P/N KN-325-F36X36, quantity 1 each; and (4) Stock Number 2090-01-477-5515, Electrically heated marine window, BAE Systems P/N KS-28938-9, quantity 2 each. It is the Government?s belief that BAE Systems, formerly GEC Marconi Corporation, is the ONLY source that maintains the engineering and technical data necessary to successfully manufacture these items; therefore it is the Government?s intention to solicit ONLY BAE Systems and/or their authorized distributors. BAE Systems, the Original Equipment Manufacturer of these items, maintains proprietary rights to ALL technical and engineering data and drawings for these items. The Government does NOT possess ANY information to supply with the solicitation package except for OEM part numbers. EQUAL OR ALTERNATE PART NUMBERS SHALL BE ACCEPTED AT THIS TIME. However, interested sources that possess the capabilities of obtaining the required technical, engineering and manufacturing data from BAE Systems, and possess the capabilities to manufacturing these items can submit information regarding their capabilities. This information must include (1) complete and current engineering data to demonstrate the acceptability of the offered parts (i.e., salient physical, functional, and serviceability characteristics), or (2) data that the offered parts have been satisfactorily manufactured for the Government or BAE Systems. THIS INFORMATION MUST BE RECEIVED WITHIN TEN (10) WORKING DAYS FROM THE DATE THIS NOTICE IS PUBLISHED. Inquiries/information received after the established deadline shall NOT be considered for this acquisition. The submission of this data for review shall not impede award of this purchase order. The Government does NOT intend to pay for information solicited. The Request For Quotation (RFQ), Number DTCG40-03-Q-50072, shall be available for download by accessing FedBizOpps at www.eps.gov, on or about 19 May 2003. THIS DATE IS ESTIMATED AT BEST. Interested sources are encouraged to check FedBizOpps daily after 19 May 2003 for the solicitation posting. Quotations shall be due no later than 27 May 2003. Hard copies of the solicitation package shall not be issued from this office. Delivery of all parts shall be F.O.B. Destination to the U.S. Coast Guard Engineering Logistics Center, Columbia Warehouse Annex, 6751 Alexander Bell Drive, Columbia, MD 21046, and shall be made no later than 22 October 2003. See Numbered Note 22. This synopsis is issued pursuant to FAR 6.203-1 and TAM 1206.302. The following statement is for information purposes only: ATTENTION: Minority, Women-Owned, and Disadvantaged Business Enterprises (DBE's)! The Department of Transportation (DOT), Short Term Lending Program (STLP), offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
