- This is a combined synopsis/RFP for commercial services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This solicitation constitutes the only solicitation. This solicitation, M67004-03-R-0623, is a Request for Proposal (RFP). The government intends to negotiate a sole-source contract with Quinn Company, Selma, CA. The North American Industry Classification System (NAICS) code is 811310 (Electrical generating and transmission equipment repair and maintenance services). The SOW is composed of two levels of preventative maintenance and Load Bank Testing as described in ?DETAILED DESCRIPTION OF SERVICE LEVELS? and providing of emergency repair service 24 hours per day, 7 days a week with a response time of 4 hours or less. DETAILED DESCRIPTION OF SERVICE LEVELS The following is a list of responsibilities to be performed in accordance with the standard of care customarily employed in the heavy equipment maintenance industry under the Preventative Maintenance Agreement: LEVEL 1, QUARTERLY OR SEMI-ANNUALLY: 1. Check battery electrolyte level and specific gravity. 2. Clean and tighten all battery cable connections. 3. Load test batteries. 4. Inspect air filters and radiator core. 5. Check radiator louvers for proper operation. 6. Inspect exhaust system for leaks and defects. 7. Check all fuel systems connections. 8. Check fluid levels, note the condition of coolant and add conditioner (if required). 9. Inspect generator and check controls. 10. Start engine and run under facility load, if possible. 11. Test safety shutdown systems. 12. Take oil sample for analysis of w ear metals and other contaminates. 13. Inspect engine for oil and water leaks. 14. Inspect condition of engine drive belts and hoses. 15. Wipe down engine and clean area. 16. Submit written report of work done, repairs needed and problems found. LEVEL 2, ANNUALLY: 1. All items listed under level 1. 2. Inspect air cleaners & replace if necessary. 3. Change water filter, in installed. 4. Change oil and oil filters. 5. Change fuel filters. 6. Test coolant for proper ethylene glycol & conditioner concentration. 7. Includes the handling and disposal of the hazardous waste oil & coolant. LOAD BANK TESTING: Diesel engines require loads as close to full load as possible as continued inspection at low or no-load conditions can lead to build-up of excessive carbon deposits in the combustion camber, fuel nozzles and exhaust piping. Each diesel generator shall be tested annually, on site, at full load, for a minimum of 2 hours utilizing resistive load banks. During this testing careful attention shall be given to application of amp load, pyrometers, oil, water and engine temperatures. Testing of the high water temperature and low oil pressure shutdowns shall be tested at this time. Period of Performance: The period of performance will be for one-year beginning 01JUN03 through 31MAY04. The services are to be performed at Defense Manpower Data Center, Seaside, CA.
