- Maintenance and Logistic Command, Pacific proposes to contract the drydock and repair of USCGC BLACKTIP (WPB 87326) 87? Patrol Boat, homeported in Oxnard, California; USCGC HALIBUT (WPB 87340) 87? Patrol Boat; homeported in Marina Del Rey, California; USCGC TERN (WPB 87343) 87? Patrol Boat, homeported in San Francisco, California and USCGC NARWHAL (WPB 87355) 87? Patrol Boat, homeported Corona Del Mar, California. All work shall be performed at the contractor?s facility, according to the following performance period: BLACKTIP Start 10/22/03 complete 12/02/03; HALIBUT Start 01/07/04 complete 02/17/04;TERN Start 03/03/04 complete 04/13/04 and NARWHAL Start 04/28/03 complete 06/28/04. Request for Proposal (RFP) will be issued on or about the June 07, 2003. Offerors are advised that the solicitation, specification and other notifications can also be accessed on the web at: www.eps.gov. To request drawings, submit e-mail with complete company address, telephone number and attention line to jdecanto@d11.uscg.mil. Work items to include: production control, Gantt bar chart, dock and sea trials, skeg structural modifications, appendages, (under water) leak test, appendages (under water) preserve, hull plating renewal, propulsion shaft seals mechanical overhaul & inflatable renewal, propeller clean/inspect, propulsion shaft external bearings renewal & check clearances, fathometer transducer general maintenance, seal valve (<=2.5 inches), sea valves (>2.5 inches), rudder inspect an repair, deck coverings (interior west) repair/reseal, cathodic protection, zinc anode renewal, stern tube anode modification, temporary services, drydocking accomplish. Solicitation is a Total Small Business Set-Aside. Award shall be made for all cutters to one responsible contractor. All responsive sources may submit an offer, which will be considered by this agency. For Women-Owned and Disadvantage Business Enterprises, the Department of Transportation (DOT) Minority, Office of Small and Disadvantaged Business Utilization has programs to assist minority, women-owned and disadvantaged enterprises to acquire short-term working capital assistance for transportation related contracts. Loans are available under the DOT Short-Term Lending Program (STLP) at the prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
