Description
The United States Postal Service Contract Postal Unit (CPU) Program offers customers a way to purchase postal services, including stamps, mailing services and products, through an alternate access point other then a U.S. Post Office.

To meet our service obligation, the Postal Service requests all interested parties to demonstrate its ability to manufacture a postage evidencing device that will support ALL USPS services including domestic mail, international mail, special services and other merchandise.

Additionally, the postage evidencing device must:

o Link directly to a scale for automatic weighing and pricing of items to be shipped.

o Be able to change calendar date to the following calendar date at a pre-determined time. This time may be different for each retail store based on collection time.

o Be able to print postage label of some type.

o Have a dedicated key for each of the following USPS products: ReadyPost, Phone Cards, and Postmark Gallery and Retail Merchandise, with the ability to add another key in the future for other products.

o Provide specific transactional data required via upload capabilities.

o Weigh packages and items up to 70lbs.

o Be able to transmit transactional data from the site, through the vendor, to the USPS. USPS will collect data from vendor once a month for the FULL calendar month. Uploads from the site may take place as often as necessary to accomplish this task.

NOTE: This data transfer is necessary to remove the need for a USPS Form 1412. Device must store this summary data broken down by category/AIC codes until the data upload.

o If the store does not perform the data upload during the designated time frame, the device must disable itself until the upload is completed, making the upload mandatory.

o Be able to upload the transactional data by AIC and dollar amount for: ReadyPost, Phone Cards, and Postmark Gallery and Retail Merchandise with the capability for additional products to be uploaded if added to the system.

o Always reflect accurate postage rates, and the updating of rate changes to the device must be done with minimal user intervention. Device must reflect any changes in rate on the USPS effective date.

Please note that this is NOT a REQUEST FOR PROPOSAL. More specific performance specs for this requirement will be given when the solicitation is released. No specific date has been determined for the solicitation release date.

If interested, please submit your company name, address, point of contact, telephone number and email address to Caroline Z. Conway, Category Manager and C.O., Retail Products and Services, EMAIL: Caroline.Z.Conway@usps.gov. NO TELEPHONE INQUIRIES WILL BE ENTERTAINED.
