Description
ELIGIBLE 8(a) SMALL BUSINESS SET-ASIDE COMPETITION. The Environmental Protection Agency has a requirement for on-site and off-site technical ecological and ecotoxicological research support services for the Office of Research and Development, Mid-Continent Ecology Division - Duluth (MED-D), Duluth, Minnesota. These services provide the scientific information on ecotoxicological and freshwater ecological effects necessary to reduce the uncertainty in risk assessments and support risk management option selections. Areas of investigation addressed at MED-D include understanding and predicting basic biological and chemical mechanisms of toxicity; measuring and predicting the uptake, distribution, and elimination of xenobiotics in aquatic life and wildlife; predicting reproductive and developmental effects of chemical stressors; predicting the effects of mixtures and/or multiple stressors in water and sediment; characterizing and predicting the responses of aquatic ecosystems to physical, chemical, and biological stressors; understanding the characteristics of the surrounding watersheds that influence the sustainability of aquatic systems; and developing ways to measure the integrity and sustainability of freshwater ecosystems and diagnosing causes of degradation. The MED-D research support shall include but will not be limited to the following: develop scientifically-sound approaches to assess and characterize ecological effects; integrate human health and ecological effect assessment methods into a comprehensive multimedia methodology; provide credible state-of-the-science ecological risk assessment methods, models, and guidance; and exchange scientifically-reliable effect characterization information among private and public stakeholders. The contractor shall provide support in disciplines such as Biology, Chemistry, Statistics, and Electronic Engineering at MED-D and at off-site locations that will provide support in the following areas: routine culturing of both plant and animal aquatic species; understanding and predicting basic biological and chemical mechanisms of toxicity; determining reproductive and developmental effects of chemical stressors; determining the effects of mixtures and/or multiple stressors in water and sediment; characterizing and predicting the responses of aquatic ecosystems to physical, chemical, and biological stressors; understanding the characteristics of the surrounding watersheds that influence the sustainability of the aquatic systems; developing ways to measure the integrity and sustainability of freshwater ecosystems and diagnosing causes of degradation; and support research results in defining and explaining responses to environmental stressors. The applicable NAICS is 541710 with a size standard of 500 employees. EPA has determined that this action will be processed as a competitive 8(a) set-aside. This requirement is a follow-on to contract number 68-D98168 with SoBran, Inc. It is anticipated that the contract will have an effective date of September 23, 2003. EPA anticipates award of a cost-plus fixed-fee, level-of-effort term type contract with a 12-month base period and four (4) option periods of 12 months each. The base period and each option period will consist of approximately 19,000 hours. In addition the contract will allow for options to increase the quantity of hours in the base period and each option year by 11,500 hours. The solicitation, PR-NC-03-10278, will be available on or about 06/09/2003. Proposals will be due approximately 30 days after the RFP issue date. No further synopsis will be issued. The solicitation and any subsequent amendments will be available via the EPA Website at http://www.epa.gov/oam/rtp_cmd only. Hard copies or diskettes will not be available. Telephone and fax request will not be honored. It will be your responsibility to frequently check the same site for any amendments or additional information that may become relevant, such as a pre-proposal conference date.
