- Description in English and Spanish -The Inter-American Foundation (IAF) through the Department of Treasury, Bureau of Public Debt, intends to issue a commercial item contract providing for fixed-price orders to obtain professional services to support IAF work in improving grassroots development and to serve as a guide for grant-making throughout Latin America and the Caribbean. The contractor will evaluate a randomly selected sample of ten projects that have closed out in recent fiscal years and harvest the learning that these projects generated. The Contractor will gather essential information through direct observation, interviews, focus sessions and/or surveys with beneficiaries, former grantees, partners in grassroots development and IAF staff. The objectives of these evaluations are to: 1) develop an evaluation methodology, familiarize IAF staff with its use and help increase the capacity of the IAF for evaluating its grant; 2) gather relevant information about the manner in which the IAF funds projects so as to improve its grant-making process, administration and monitoring; 3) identify key elements or factors that contribute or detract from the development processes; and 4) provide the IAF with an individual evaluation of each grant studied, an overall synthesis of the comparative evaluation findings on a yearly basis, and recommendations for possible changes to the Grassroots Development Framework (GDF) indicators. One of the requirements for the contract is fluency in English and Spanish. The contract will be for one year with four option year periods. Descripci?n en ingl?s y espa?ol ?La Fundaci?n Interamericana (IAF), por conducto de la Dependencia de Deuda P?blica del Departamento del Tesoro, tiene proyectado emitir un contrato de art?culos comerciales en el que se estipulen pedidos de precio fijo para la obtenci?n de servicios profesionales en apoyo de la labor que lleva a cabo la IAF para mejorar el desarrollo de base y servir de gu?a para otorgar donaciones en toda la Am?rica Latina y el Caribe. El Contratista evaluar? una muestra, seleccionada al azar, de diez proyectos que han concluido en a?os fiscales recientes y recoger? el aprendizaje que estos proyectos han generado. El Contratista recopilar? informaci?n esencial mediante observaci?n directa, entrevistas, sesiones o encuestas concentradas en determinados temas con beneficiarios, ex donatarios, colaboradores en el desarrollo de base y personal de la IAF. Los objetivos de estas evaluaciones son: 1) formular una metodolog?a de evaluaci?n, familiarizar al personal de la IAF con su utilizaci?n y ayudar a aumentar la capacidad de la IAF para evaluar sus donaciones; 2) recopilar informaci?n pertinente acerca de la forma en que la IAF financia proyectos con el fin de mejorar sus procesos de otorgamiento, administraci?n y seguimiento de donaciones; 3) determinar los elementos o factores clave que contribuyen a los procesos de desarrollo o que los frenan; y 4) proporcionar a la IAF una evaluaci?n espec?fica de cada donaci?n estudiada, una s?ntesis general de los resultados de la evaluaci?n comparativa todos los a?os y recomendaciones de cambios posibles en los indicadores del Marco de Desarrollo de Base (MDB).
