Description
Marine Corps Systems Command on behalf of the Marine Corps Warfighting Laboratory, Technology Division (MCWL-TD), Quantico, VA is issuing this Broad Agency Announcement (BAA) for a contract for a two-phased approach to design and build a prototype vehicle. The vehicle must prove internally transportable in the MV-22 aircraft; have diesel fueled (or a diesel/hybrid variation) propulsion, capably operate as a weapons platform to mount and employ an M2, .50 caliber and MK19 40mm machine gun (one weapons station that is interoperable with either machine gun). Additionally the vehicle must carry, as a minimum a crew of three (driver plus 2 crewmen) and must be able to operate in all environmental conditions and all terrain types. Fully developed requirements for this type of vehicle do not exist, therefore, no documentation will be made available on the below cited web site. This is intended to be a two-phase program. The first phase is the vehicle design phase. The second phase is an option for the prototype vehicle build phase. We are interested in approaches that fully utilize the most current and advanced vehicle design and prototype build technology available. Additionally, given the impending fielding of the MV-22 in FY06, we are interested in vendors capable of expeditious completion of this work, having a thorough knowledge of all aspects of vehicle design, and having the personnel, design tools and vehicle production capability available immediately. The offeror is directed to the following website where specific proposal submission information is provided under solicitation M67854-03-R-9019: http://www.marcorsyscom.usmc.mil/sites/ctq/alsv.asp. The closing date for this BAA will be 1400 on 6 June 2003. The Marine Corps intends to make one award pursuant to this Broad Agency Announcement, but reserves the right to make no awards under this BAA. The final deliverables of the contract for Phase I must be submitted no later than 120 days after contract award. The deliverables of the contract for Phase II must be submitted no later than twelve (12) months after initial contract award. The entire MCWL budget for this effort to include both Phases is no more than $2,800,000. Industry with experience in prototype vehicle design and build, hardware production and computer aided vehicle design are encouraged to participate. The Contracting Officer for this BAA is Lynn Y.
