Description
Title: Performance Based Logistics Contract for Supplemental O-Level and full OEM Logistics Program Providing Supply, Engineering and Maintenance Support for Navy T56-A-427 Turboprop Engines and Quick Engine Change Kits for E-2C Applications. Description: The NAVICP intends to negotiate a sole source performance based logistics contract with Rolls-Royce Corporation, Defense North America, Indianapolis, IN 46421, for supplemental organizational level and full OEM support of the T56-A-427 turboprop engine and the quick engine change kit designed for E-2C applications. This contract requires performance of a comprehensive logistics program, providing engineering, supply and maintenance support for approximately 200 engines for up to five years to achieve agreed upon reliability and availability metrics. Reimbursement will be based primarily on a fixed rate for each hour of en gine life consumed. Navy site support at Point Mugu, CA and Norfolk, VA will be required in addition to commercial depot repairs and potentially test and manufacturing support at Patuxent River, MD and St. Augustine, FL. Rolls Royce is the designer, developer, and sole manufacturer of the T56-A-427 engine and is, therefore, the only source that possesses the requisite technical knowledge and technical data to perform the work requirements within the time required to meet Navy requirements. The U.S. Government does not own full data rights for the T56-A-427 engine. See Notes 22, 26.
