Description
This modification is to advertise a previous notification on 24 October 2002 as follows: Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex proposes to contract on a sole source basis in accordance with FAR 6.302-1 the following services from Duratek Inc. Services required are to process and recycle components that contain non-radioactive lead encapsulated in surface contaminated stainless/carbon steel, radioactively contaminated lead scrap (e.g., lead sheets, bricks, etc.,), radioactively contaminated ferrous and non-ferrous scrap metals (being recycled in accordance with 40 CFR 261.6), and radioactive metal items with coatings containing Polychlorinated Biphenyl?s (PCBs) (including the smelting of items containing < 500 ppm PCBs). Recycling services shall include the survey and release of lead following chemical decontamination (as appropriate) and the metal melt of all other metals. Vendor services will also include the volume reduction (incineration, compaction, etc.,) of packaging and shoring materials associated with the shipment of these components. These services will require the transportation of components from Norfolk Naval Shipyard and other locations to the contractor?s processing facility, the transportation of waste products to a licensed disposal facility and the transportation of the recycled lead to designated locations. The contractor shall propose appropriate safeguards that will be approved by the Contracting Officer for security for the safeguarding from actual, potential, or inadvertent release by the contractor of any Naval Nuclear Propulsion Information (NNPI) in any form, classified or unclassified. Services are required for a 12-month period with an option for (4) four additional 12-month periods. An Indefinite Delivery/Requirement type contract is anticipated, procedures will be utilized by using the format in FAR 15.204-1. Response date for submission of offers will be established in the solicitation. Important Notice: DFARS 252.204-7004 required central contractor registration applies. Lack of registration in the CCR database will make an offeror ineligible for award. Information regarding CCR may be found @ www.ccr.gov. Requests for the solicitation package will be accepted via mail only, addressed to Norfolk Naval Shipyard, Attn: Lolita Waters, Code 531.4E, Bldg. 1500, 2nd floor, Portsmouth, VA 23709-5000. Fax or phone requests are not authorized and will not be accepted. Numbered notes 22 and 26 apply.
