- NA This project is to provide all plant, labor, transportation, materials, equipment, supervision, and appliances necessary to complete the proposed project at the Delaware Air National Guard Base, New Castle, DE in strict compliance with plans and specificat ions. The scope of work includes demolition of approximately 90,000 SY of pavement, and construction of approximately 95,000 SY of aircraft pavement and/or overlaying and widening of taxiways. The project also includes an aircraft deicing collection syste m, ballpark lighting, site work, storm drainage and underground utilities for a complete and usable aircraft pavement. The construction schedule and major elements of the project will be closely coordinated with the Base Civil Engineer. The estimated con struction cost is between $5,000,000.00 and $10,000,000.00. The anticipated construction performance period is 360 calendar days after acknowledgement of Notice to Proceed (NTP). The solicitation will be issued on or about 30 May 2003. Past Performance Proposal is due by (3:00 p.m. EST) on 19 June 2003. Technical and Price Proposal is due by (3:00 p.m. EST) on 30 June 2003. Funding is available for this acquisition. A firm fixed price contract will be awarded under Source Selection procedures specifi ed in the solicitation. Evaluation factors include Past Performance, Technical and price. The North American Industry Classification System (NAICS) code applicable to this project is 237310. The applicable small business size standard (to be considered as a small business) including affiliates is not more than Twenty-eight Million Five Hundred Thousand ($28,500,000) average annual revenue for the previous three years. This project is being procured on an UNRESTRICTED basis in accordance with the Competi tiveness Demonstration Program, however, small businesses, veteran-owned businesses, service-disabled veteran-owned business, HUBZone Small businesses, small disadvantaged businesses are encouraged to participate. Should a large business be selected for t his contract, it shall comply with FAR 52.219-9, Small Business and Small Disadvantaged Business Subcontracting Plan, for that portion of work it intends to subcontract. This plan is required with the price proposal (volume 1). Payment and Performance B onds are required on this project. The solicitation package will be issued via the web only. All amendments, site visit minutes and questions/answers will be posted on the web. Perspective offerors must register at the web site to be put on the bidders l ist. There is no charge for the plans and specifications, which will be available at the following internet site: https://abop.monmouth.army.mil/. Prime contractors must be registered in the Central Contractor Registration at: http://www.ccr.gov/ to be eli gible for award. The plans will be available for viewing only without charge 30 May 2003 at the Delaware Contractors Association at 527 Christiana-Stanton Road, Newark, Delaware (phone 302-994-7442).
