- NA A sole source procurement is contemplated with MESH, Inc.; 114 Barnsley Road; Oxford, PA 19363-3910 for training of Dugway Proving Ground (DPG) personnel in the operation of the chemical cloud tracking system (CCTS) procured from MESH, Inc. The training i s required to provide support for PQT and OT testing on the Joint Services Lightweight Standoff Chemical Detector (JSLSCAD), JCAD, STRYKER, and NBCRS testing currently scheduled during the FY-03 test year. MESH, Inc. will also provide onsite support consi sting of one person throughout the STRYKER and JSLSCAD field tests starting June 9, 2003. Pursuant to 10 U.S.C. 2304 (C)(1), and Federal Acquisition Regulation 6.302-1, supplies, services, and/or equipment required are available from one responsible sourc e and no other type of supplies, services, and/or equipment will satisfy agency requirements. This action requires FAR 6.302-1 authority due to the fact that MESH, Inc. is the manufacturer of the DPG owned CCTS systems; and training by MESH, Inc. will ens ure proper and cost effective training of DPG personnel in the operation of the CCTS system. THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES; however, all responsible sources may submit a quotation which shall be considered by the agency. Supporting evidence must be furnished to demonstrate the ability to comply with the Government requirements. If no responses are received, the Government will proceed with sole source negotiation with MESH, Inc. The solicitation (DABJ19-03-T-0041) will be available on or aro und 19 May 2003 through the Army Single Face to Industry website at http://acquisition.army.mil and through the U.S. Army Contracting Agency-Dugway Proving Ground website at https://www.dugway.army.mil/10-3_ContractingDivision.htm (NOTE: When accessing the Dugway Proving Ground website, make sure the address begins with https not http to gain access to the secure web server).
