- Description
- The U.S. Department of Veterans Affairs, Health Administration Center (HAC), Denver, CO, intends to negotiate a sole source procurement with Electronic DataServices/Medical Matrix (EDS/MATRIX) for non-network pharmacy claims processing. This is a combined synopsis/solicitation (RFP 741-13-03) for commercial items prepared in accordance with the format in FAR 12. The Contractor will serve as a healthcare clearinghouse to receive and translate pharmacy claim transactions to and from proprietary carrier formats to accomplish claim receipts. The Contractor will also provide development, marketing/educational, information technology services, communications, operational and customer support and reporting to ensure a successful program. This announcement constitutes the only solicitation. Only one responsible source and no others will satisfy agency requirements. A justification for other than full and open competition has been prepared in support of this acquisition. A separate written solicitation will not be issued. This solicitation incorporates provisions and clauses that are in effect through Federal Acquisition Circular 01-12. The NAICS Classification code is 541990, size standard is $6 million. CLAUSES/PROVISIONS: The following FAR clauses apply to this solicitation: 52.212-1, Instructions to Offerors - Commercial; 52.212-2, Evaluation - Commercial Items; 52.212-3, Offeror Representations and Certifications - Commercial Items (Offerors shall submit a completed copy of the Representations and certifications with their offers); 52.212-4, Contract Terms and Conditions - Commercial Items; and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -Commercial Items.
