NA Please Furnish Quotation to the Issuing Office On or Before Close of Business, NLT 3:30PM Local Time:May 27, 2003.NOTE: THE INITIAL ANNOUNCEMENT TYPE AS SPECIAL AND DATED ON APRIL 28, 2003 ISHEREBY CANCELLED DUE TO ERRONEOUS TYPEANNOUNCEMENT AND ADDITIONAL INFORMATION NEEDED.THIS IS THE NEW ANOUNCEMENT FOR THE SAME REQUIREMENT.This is a combinedsynopsis/solicitation for Commercial Items prepared in accordance with the format Subpart 12.6 and 13.003 as supplemented with additional information included in this notice. This announcement constitutes the onlysolicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number RFQ672-284-03 is issued as a Request for Quotation (RFQ). The incorporated document, provisions and clauses are those in effect through Federal Acquisition Circular 2001-13. The Government contemplates awarding a firm-fixed price contract. This contract will be for one (1) PM to be completed within thirty (30 days from date of contract award. The NAIC code is 335313. This is a 100% small business set aside.=20 The Department of Veterans Affairs, VA Medical Center (VAMC), San Juan, Puerto Rico, Request for Quote (RFQ) to award for one (1) Preventive Maintenance to furnish all labor, equipment, and apparatus to perform inspection, cleaning, adjustment, calibration, testing and lubrication of the Primary and Secondary Distribution Switchgears for the equipment listed. All testing and inspection of appropriate equipment will be done in accordance with the Manufacturers recommendations. All work performed shall be fully documented by the Contractor. Testing shall be performed in compliance with Manufacturer=92s recommendations and applicable NEMA, NEC, ANSI,ASTM,ASA,IETA AND VA Standards. The Contractor shall perform inspections, maintenance and testing to the equipment included under this section. A. Switchgear equipment, high voltage circuit breakers, medium voltage circuit breakers, protective relays and emergency transfer switches: Record switchgear, breaker, and device nameplate information and compare with the facilities one-line diagram when available. Identify and record discrepancies. Inspect all electrical equipment, including each breaker and report damage or malfunctioning equipment, loose connections or material, or any contamination that must be corrected. Clean and tight connections where appropriate.=20 Check equipment for level, security to foundation and operation of doors. Report any unfavorable environmental conditions such as excessive heat, moisture or conducting dust that must be corrected. Clean where appropriate. Visually inspect the equipment ground and record the number and size of ground bus and straps. Report deficiencies. Inspect the insulation system on the Primary bus and assemblies. Test insulation of each bus, phase-to-phase and phase-to-ground with suitable mega meter. Record values, Report deficiencies and clean where appropriate. Draw or rack each breaker or transfer switch from its cell. Remove arc shutes, clean, inspect and adjust all contacts as necessary. Measure and record contact resistance in micro-ohms and clean all insulating surfaces. Megger and record phase to phase and phase to ground. Lubricate as necessary.=20 Electrically close and trip each breaker with control switch. Manually close and trip each breaker. Trip each breaker with each of its protective devices. Tighten all connections. Record any Discrepancies. Remove each relay from its case. Clean, inspect and tighten all connections. Apply three (3) multiples of relay tap current to each relay to verify manufacturer=92s time current characteristics. Test each relay for instantaneous pickup. Report deficiencies and adjust where appropriate. Perform the analysis of combustible gases to all the oil immersed power transformers. CLIN 013- TRANSFER SWITCHES, Type: Russ Electric with manual bypass, Model 800 Amp, Three (3) Pole, 480 volts, Quantity: Two (2) each; CLIN 014- Type: Russ Electric without bypass, Model 600 Amps, Three (3) Pole, 208 volts, Quantity: One (1) each. Qualifications and Conditions Requirements: The Contractor shall provide a list of names of key personnel for the Preventive Maintenance Service. The key personnel must meet the following minimum qualification requirements: Proof of a professional license, education or state certification OR a minimum of three (3) years work experience in servicing the type of equipment or system at the electrical distribution systems; All work performed shall be fully documented by the Contractor (Service Report). Testing shall be in compliance with Manufacturer recommendations and current applicable NEMA, NEC, ANSI, ASTM, ASA, IETA and VA Standards.=20 Identification, Parking, Smoking and VA Regulation: The Contracting Officer Technical Representative (COTR), Mr. Valentin Montanez, Electrical Supervisor shall coordinate all Identification, Parking through the VA Police & Security Service. The VAMC will not invalidate or make reimbursement for parking violations of the Contractor under any conditions. Smoking is prohibited inside any building at the VAMC. Possession of weapons is prohibited. Enclosed containers including tool kits shall be subject to search. Violations of VA Regulations may result in citation answerable in the United Stat (Federal) District Court, not a local district, state or municipal court. All Outages shall be coordinated with the Government COTR, Mr.Valentin Montanez scheduled and approved in writing at least two (2) weeks in advance. Power outages will be scheduled only on weekends (Saturday and Sunday). Prospective Bidders must perform a site visit to the VA Hospital and acquaint themselves with the conditions as they actually exist and verify quantity of equipment to be inspected, cleaned, adjusted and tested to perform Preventive Maintenance.=20 Failure to do so will in no way relieve the successful bidder of performing all work required for the completion of the PM Service.=20 Site visit shall be arranged through the Electrical Shop Supervisor, Mr. Valentin Montanez.
