Description
The United States Department of State requires the services of international real estate firms to provide real estate acquisition services. These services are needed for diplomatic mission related property requirements located outside the U.S. only. The Department of State intends to award these contracts for a wide range of global real estate services for a base year and four option years. Services will include: searching for, identifying, evaluating and reporting on properties for the Department's potential acquisition, on an as-needed basis, and; in some cases, representing the Department as a potential tenant or buyer. Deliverables include reports that require, in addition to detailed property data, extensive information on real estate market trends, real estate business practices and process, city utilities, basic infrastructure, development potential, zoning/development limitations, comparable market data, etc. Offerors interested in competing for a contract to provide these services must request a copy of the Request for Proposal (RFP) from William L. Zlater or Elaine P. Crump, e-mail address is zlaterwl@state.gov or crumpep@state.gov. The offerors also can write to U.S. Department of State, A/LM/AQM/FDCD/MSB, Washington, D.C. 20522-0611 to request a copy of the RFP. The RFP will be issued within five (5) calendar days after the pre-proposal conference described below. A pre-proposal conference will be held on May 29, 2003 beginning at 9:00 am in Room 1319 at 1701 N. Ft. Myer Drive, Arlington, VA. Attendance is voluntary at the contractor?s cost. Please confirm attendance to Sherry Edgeton by email to edgetonsj@state.gov. Attendance at the pre-proposal conference is not a prerequisite for requesting or receiving a RFP. However, in order to qualify for submitting a proposal, the following minimum qualifications must be demonstrated in your proposal in order for your proposal to be considered for contract award and evaluated. Proposals without this information on qualifications will not be considered: 1. The offeror currently maintains offices and directly employs staff providing global real estate services in at least three of the following regions: South America, Central America, North Africa, Sub-Saharan Africa, Asia, Eastern Europe, Western Europe, Middle East. 2. The offeror has provided property search services for the US Government, foreign Governments, or U.S.-based multi-national organizations in at least six countries outside the United States within the last three years.
