- Description
- The National Oceanic and Atmospheric Administration (NOAA) intends to solicit and negotiate on a sole source basis with Human Ecology Associates, Inc. for the acquisition of services to complete and provide an "Affected Human Environment" document suitable as a baseline for use in Draft Environmental Impact Statements (DEIS) for the American Lobster Fishery. A Social Impact Assessment (SIA) document shall also be provided. The document will require a detailed review and summation of pertinent recent literature on and current problems in the American Lobster Fishery. Key elements to be included include a state-by-state description of lobster fishery; geographic span of fishery, historical context, principal port/community cluster descriptions, and management history and transition. The social impact assessment document requires an assessment of potential outcomes from various management options proposed in the DEIS in response to new state measures. The statutory authority for less than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Human Ecology Associates is the only known source with the requisite expertise and available data necessary to accomplish the requirements according to the government requirements. Interested persons must identify their interest and capability to respond to the requirement within 15 days of this notice. This notice of intent is not a request for competitive proposals. A determination by the Government to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Evidence must be provided of the ability to provide the required services. No contract award will be made on the basis of proposals received in response to this notice since this synopsis cannot be considered a Request for Quotation. All responses from responsible sources will be considered. See Note 22.
