Description
The National Oceanic and Atmospheric Administration (NOAA), Coastal Services Center (CSC) is issuing notice of intent to negotiate a sole source procurement with the University of Vermont School of Natural Resources. The purpose of the work is to contribute to the completion of the National Ocean Economics Project (NOEP) information system. The contractor shall provide useful and accessible economic information on coastal and ocean values to serve the needs of decision-makers and the public. The work consists of the following main elements: Collecting market data to refine the market value information in the existing NOEP information system; Analyzing market data to incorporate into the state summaries of information in the NOEP information system including development of shortcut methods for displaying the results; Public outreach to include a users guide for the NOEP information system's Internet Web site and database; and Data management. The proposed project is an extension of previous data collection and analyses efforts of Dr. Judith Kildow of the University of Vermont and Dr. Charles Cogan of the University of Southern Maine. The previous data will be compared with the results of the newly acquired data. The group is uniquely qualified to perform this work because of existing knowledge of the methodologies used to develop the existing NOEP information system as well as their access to proprietary data and other information necessary for the completion of the work. The statutory authority for other than full and open competition is 41 USC 253 (c) (1), Only One Responsible Source. Interested parties may identify their interest and must provide evidence of their capability to respond to the requirement by May 22, 2003. Capability statements may be faxed to (757) 441-3786. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22 applies.
