Description

The National Institute of Standards and Technology (NIST) intends to enter into a sole source procurement with the Society of Fire Protection Engineers (SFPE) to provide services to develop a National Roadmap for Fire Safety Design and Retrofit of Structures. The objectives of this requirement include: conduct research on current practice in the fields of fire safety and structural engineering by consultation with relevant US industry and international experts to develop topics for workshop theme papers that will underpin the technical basis for the development, conduct a two-day workshop to solicit input for the NIST National Roadmap, and use SFPE experts in structural fire safety to synthesize theme papers, participants input, and consensus positions for a strategic direction for the National Roadmap. This sole source procurement with SFPE is justified based on their unique and broad base technical expertise and knowledge of national and international experts in the field of structural fire safety, their development/possession of standard calculation methods for structural fire protection, and their proven track record in advancing the science and practice of fire protection engineering by facilitating successful technical workshops, seminars, and conferences in the field of structural fire safety in a highly professional and cost-effective manner. The Government anticipates the award of a firm-fixed price purchase order on or about May 28, 2003. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) package is not available.
