Description
NOTICE OF INTENT: The U.S. Coast Guard (USCG) intends to award a sole source, performance based contract to the Port of Corpus Christi Authority (PCCA), Corpus Christi, Texas. This contract will be fixed price. The Coast Guard requires enhanced maritime domain awareness and knowledge of the positions, identity, and intentions of vessels operating within the jurisdictional waters of the Port of Corpus Christi Authority. Therefore, the Government intends to procure communications services directly from the Vessel Traffic Information Service (VTIS) operated by the PCCA. The VTIS is staffed, operated, and maintained by the PCCA Harbormaster. This is a restricted solicitation. By law under the State of Texas, the PCCA is solely responsible for all services performed in the Port under its authority and domain. The period of performance for this acquisition is one year. All services are to be performed at the Port of Corpus Christi in Corpus Christi, Texas. This contract is for the receipt of port safety and security information originating from the VTIS operated by the PCCA. Approximately 90 percent of the total tonnage moved through the Port each year is comprised of oil and petrochemicals, which makes tank vessels and tank barges the predominant traffic. This contract will allow the PCCA to upgrade their VTIS system as necessary in order to provide the information required by the Coast Guard. Information and services that the Coast Guard will receive under this acquisition include the capability to track AIS equipped vessels; means to monitor maritime activity in the ship channels and the approaches from off-shore, capability to communicate with vessels via VHF-FM, and capability to electronically track vessels operating within the limits of surveillance. The proposed contract action is for services for which the government intends to solicit and negotiate with only one source. All interested parties have up to15 days from the publication of this notice of intent to request a copy of the Request For Proposal (RFP).
