This requirement is for the repair/overhaul of Staged and Unstaged Fuel Nozzles, applicable to the F100PW200 engine. The government contemplates awarding a firm fixed price contract. The line items are as follows: 0001, Staged Nozzles, 2840-01-454-3392NZ, P/N 4084843, Best Estimated Quantities (BEQ?s): Basic year 5,376 each, First Option year: 3,376 ea, Second Option year: 3,160 ea, Third Option year: 2,824 ea, Fourth Option year: 2,784 ea. 0002, Unstaged Nozzles, 2840-01-454-3393NZ, P/N 4084844, Best Estimated Quantities (BEQ?s):. Basic year 5,376 each, First Option year: 3,376 ea, Second Option year: 3,160 ea, Third Option year: 2,824 ea, Fourth Option year: 2,784 ea. 0003, Check and Pressure test, step response test as per T.O. Staged Nozzles, 2840-01-454-3392NZ, P/N 4084843, Best Estimated Quantities (BEQ?s): Basic year 400 each, First Option year: 400 ea, Second Option year: 400 ea, Third Option year: 400 ea, Fourth Option year: 400 ea. 0004, Check and Pressure test, step response test as per T.O. Unstaged Nozzles, 2840-01-454-3393NZ, P/N 4084844, Best Estimated Quantities (BEQ?s): Basic year 400 each, First Option year: 400 ea, Second Option year: 400 ea, Third Option year: 400 ea, Fourth Option year 400 ea. The government?s required delivery schedule for line items 0001 and 0002 is as follows: 482 per month FY04; 314 per month FY05, 297 per month FY06, 269 per month FY07, 266 per month FY08, (for each line item; ex: 964 each for both line items per month in FY04) to be delivered within 30 days after receipt of order and/or reparable asset, whichever is later, and continue at that rate until deliveries are completed. Items will be delivered to FB2039, Tinker AFB. The approximate solicitation issue date will be 23 May 2003. The anticipated award date will be 31 July 2003. Written procedure will be used for this solicitation. To: WoodGroup Fuel Systems, East Windsor, CT (CAGE: 9U738); TechSpace Aero, Herstal, Belgium (CAGE: B1316). Award will be made only if the offeror, the product/service or the manufacturer meets qualification requirements at the time of award in accordance with FAR 52.209-1. Hardcopies of the solicitation will not be mailed out from this office. The solicitation will be available for download on the release date from www.fedbizops.gov. THE GOVERNMENT IS NOT REQUIRED TO DELAY CONTRACT AWARD TO REVIEW PENDING SOURCE APPROVAL REQUESTS (SARs). Therefore, offerors are encouraged to submit SARs as soon as possible. If the government has not completed review of a SAR when the contract is awarded, the SAR will be retained and the source will be reviewed for possible source approval for future awards. All responsible sources may submit a bid, proposal or quotation, which shall be considered by the agency. This solicitation will be made available to interested parties through electronic data interchange. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
