- NA A&E Firms are reminded that a current SF254 should be submitted annually to the Architect-Engineer Contract Administration Support System (ACASS). ACASS is used during source selection by all DOD authorized construction agents (i.e. USACE, NAVFAC, and Nat ional Guard) as well as non-Defense Federal Agencies (i.e. Veterans Affairs, GSA, and Department of Interior) in accordance with federal regulations. ACASS tracks past performance history, SF254 information, and DOD award data. SF254 information stored w ithin the ACASS System is also used to identify firms qualified to perform work that is awarded non-competitively. All SF254s must be signed. Updated SF254s should be mailed to: Contractor Appraisal Information Center, CENWP-CT-I, Army Corps of Engineer s, Portland District, PO Box 2946, Portland, OR 97208-2946. Firms not currently in the ACASS system may apply for an ACASS number by submitting a completed and signed SF254 (original or duplicate) to the same address.
