Description
NA Competitive HUBZone Indefinite Quantity Contract for engineering and technical support services. All responsible sources may submit a proposal that shall be considered by the agency. Task orders will be on a firm-fixed-price basis during the five-year or dering period. Some orders will include reimbursable line items for travel and/or other direct costs. The contractor will execute the Installation Restoration Program and perform other environmental management services for the Army National Guard and oth er Department of Defense Agencies. Primary subtasks include but are not limited to project management, technical analysis, coordination, preparation and presentation of briefings and updates, data collection and management, budgeting, progress reporting, and travel. The contractor personnel must be thoroughly familiar with pertinent environmental regulations, including the Comprehensive Environmental Response Compensation and Liability Act (CERCLA), Resource Conservation and Recovery Act (RCRA), Clean Wat er Act (CWA), Safe Drinking Water Act (SDWA), Munitions Rule, and the Proposed Range Rule. The Government will issue task orders under the indefinite quantity contract to authorize the contractor to execute individual statements of work. The place of per formance for most orders will be a Government installation. The contractor personnel will normally work on-site on a full-time basis. The Government intends to issue the contract and the first task order thereunder concurrently. The solicitation will in clude the statements of work for two or more of the anticipated task orders. As part of the proposal, the offeror shall provide pricing for these task orders, following the rules set forth in the solicitation, and resumes for key personnel who will work u nder the contract. Do not furnish this information on personnel qualifications separately to the contracting office. The Government will evaluate the corporate and individual qualifications of the firm and the personnel to determine technical acceptabil ity of the proposal with the intent to award to the lowest priced technically acceptable offeror. However, the Government reserves the right to award to other than the low offeror if a proposal demonstrates such superiority that the Contracting Officer de termines that it is reasonable and justifiable to pay a premium for the services. This requirement was previously announced on an EPS sources sought synopsis approximately 03 Jan 2003. The solicitation number cited in the earlier announcement was DACA31- 03-R-0014. This has now been replaced with Solicitation Number DACA31-03-R-0029. See note 27.
