Description
The Office of Planning, Research and Evaluation, Administration for Children and Families has a requirement to conduct a rigorous, multi-site impact and implementation evaluation utilizing random assignment of large numbers of individuals. The specific goal of this evaluation is to analyze and evaluate interventions, programs and service delivery approaches that offer potential to improve child and adult wellbeing by promoting healthy marriages and positive family functioning among low-income couples in their child-rearing years who are married or who plan to marry. This will be accomplished though the identification and recruitment of eight study sites, provision of technical assistance on program evaluation issues, implementation of pilot tests and close program performance monitoring and feedback, and the conduct of an impact evaluation based on large samples of individuals randomly assigned to treatment and control groups. This procurement is full and open competition. The procurement contains an evaluation factor for SDB participation. The Government anticipates making a single award to be effective September 30, 2003 using a cost reimbursement arrangement. The contract will have a nine-year period of performance. In addition to the core project, the contract will include options to 1) add additional sites; 2) conduct observational assessments and measures of child wellbeing and quality of couple relationships; and 3) fund services and programmatic activities at the evaluation sites. Solicitation 233-03-0034 will be made available on the Federal Business Opportunities website approximately 15 days after publication of this notice.
