Description
The Health Resources and Services Administration (HRSA) intends to issue a Request for Proposal (RFP) to perform a 5-year evaluation of the Nursing Education Loan Repayment Act (NELRP) and the Nursing Scholarship Program. The Nurse Reinvestment Act of 2002 (PL 107-205) requires the DHHS Secretary to submit an annual report beginning in February 2004 on several performance measures for two programs authorized under Sections 846(a) and 846(d) of that Act: the Nursing Education Loan Repayment Act (NELRP) and the Nursing Scholarship Program. The focus of the NELRP and Nurse Scholarship Program is to increase the recruitment and retention of nurses providing care in healthcare facilities with critical shortages of nurses. The contractor shall prepare a report on four (4) consecutive years that summarizes, analyses and evaluates the two (2) programs. The first report shall establish a baseline of FY 2002 performance data using special criteria and present FY 2003 data in relation to the FY 2002 baseline. Each of the successive reports shall report on the current year's data, present comparable data for the previous years back to the baseline year in tables and graphs, evaluate the salient data trends, perform special analyses required in designated years of the contract, and make recommendation for improvement. The contractor shall have experience in data collection, analysis and evaluation of programs that span several years, are national in scope and involve more than 4,500 applicants or users. The contractor should have experience in health delivery and/or education and a clear understanding of the challenges facing the nursing profession. The contractor must have previous knowledge in preparing reports intended for the United States Congress, which will make important decisions regarding the future of the NELRP and Nursing Scholarship Program. This requirement will be for four (4) years base and one (1) option year. This proposed requirement is 100% SMALL BUSINESS SET-ASIDE. Offers from concerns other than small business firms will not be considered. The North America Industry Classification System (NAICS) Code for this requirement is 561990 D"All Other Support Services" and the small business size, in dollars, is $6.0 million.
