Description
The Department of Energy (DOE) intends to award a purchase order contract on a sole-source basis to Eckerd College, Management Development Institute (MDI) under 41USC 252(c)(1) one responsible source. The award will be for the customization and delivery of a course providing fundamentals in leadership, including one-on-one consultations, assessments and case studies. The contractor will deliver 2 sessions of a course, to be called "Leadership, Conflict and Influence (LCI)", customized for DOE. The customized course will be developed to meet the objectives of DOE in improving self-awareness, teamwork and communication for the participant. MDI considers the Conflict Dynamic Profile a core assessment tool, proprietary. This tool was developed by MDI and is designed to help individuals understand how they manage and cope with conflict and how their actions are interpreted by others. This tool, which is a key component of LCI, provides behavioral-based feedback from the perspectives of superiors, peers and direct reports. Individuals must be certified by MDI prior to administer the Conflict Dynamic Profile. The two (2) sessions must be delivered at the DOE Headquarters in Washington, D.C on the following dates: August 6-8, 2003 and August 11-13, 2003. This is a notice of intent to award sole-source and is not a request for competitive proposals. Firms who want to challenge the sole-source must submit an interest letter that demonstrates the firm's ability to provide an equivalent item, as described above. Interested parties must provide a price proposal and rationale as to why they should be considered. All interested firms must respond by 5:00p.m. EST, within thirty (30) days of this notice to: Timothy Jackson, ME-641.2, 1000 Independence Avenue, S.W. Washington, DC 20585. Fax (202) 287-1456 or 1457. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
