Description

The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with the University of Pennsylvania, University Park, PA, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, to scan government furnished cylindrical samples of various sizes, containing sand and gravel embedded in cement paste or epoxy. After scanning the samples, all reconstructed image data shall be provided on CD. Special scanning equipment is needed for this activity along with special software and high-powered computers to interpret the x-ray results and create images of the object studied. This is a sole source requirement as the Contractor possesses: a) the necessary scanning mechanism which will enable to NIST to achieve results via high resolution, with equal resolution in each spatial dimension; and, b) related software/hardware suited to acquire 3D images of real aggregate particles. An unpriced Purchase Order will be issued 10 days or later from this posting with a four (4) month performance period. The NAICS code for this acquisition is 541710 and the size standard is 500. Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a Request for Quotation (RFQ). No RFQ is available. See Note 26
