Description
The Request for Proposal (RFP) for the continued operation of the Cincinnati Job Corps Center (JCC), at 1409 Western Avenue, Cincinnati, Ohio, 45214, will be available approximately Tuesday, 5/27/2003, on the World Wide Web at http://wdsc.doleta.gov/jobcorps. The resultant contract will cover the period May 1, 2004 through April 30, 2006 plus three Government unilateral option years. The Cincinnati JCC has a capacity of 225 students (90 residential males, 55 residential females, 25 non-residential males, and 55 non-residential females). Job Corps is a comprehensive and individualized residential program based on the Career Development Services System (CDSS) model. CDSS components are Outreach/Admissions, Career Preparation, Career Development, and Career Transition. Job Corps targets disadvantaged and at-risk youth ages 16 through 24, and emphasizes long-term employability by providing academic and vocational training, along with support services. The contractor shall provide academic and vocational training, operate counseling and residential living programs, and provide support services to include: wellness, student employability records, behavior management and incentive system, clothing issue, mail and legal services. The contractor shall also provide overall center management, procurement and property management, facility operations and maintenance, security and safety services, community relations and public information. All activities will be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. A walk-through inspection of the Cincinnati JCC facility, followed immediately by a Pre-Proposal conference, will be convened promptly at 11:00 a.m. local time on 6/24/2003 (address shown above). Upon entering the facility, offerors must stop at the front desk where they will be given instructions for the conference. We recommend that you download the RFP from our website prior to the conference and bring the RFP with you to the conference. All questions prior to the pre-proposal conference should be submitted in writing. Proposals in response to this RFP will be due no later than 12:00 p.m. (noon), Central Standard Time, on 8/6/2003, at the following address. U. S. Department of Labor, Office of Job Corps, Room 676, 230 S. Dearborn Street, Chicago, IL 60604. All responsible sources may submit a proposal that will be considered by the agency.
