- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. Solicitation No. FS-ORB-03-7063 applies and is issued as Request for Quotation. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This procurement is a total small business set-aside. The NAICS code is 333120 and the size standard in number of employees is 750. Item Description: 1 each: Crawler Carrier. Equipment must have rubber tracks. It can be up to 5? in width and must have a payload capacity not less than 4000 lbs w/dump mechanism. It is to be self propelled w/rollover protection, driving and parking brakes and lights. It is to have less than 7 psi ground pressure(loaded), a ground clearance of at least 10? and hydrostatic drive. This equipment will be used for hauling dirt, gravel or other landscape materials on narrow trails and roads in support of our recreation program. Quoters are to provide a proposal of the equipment specifications, the standard features and optional features. FOB destination to the Vienna Ranger District, 602 N. 1st Street, Vienna IL 62995 within 45 days after the order is placed. The FAR provision 52.212-1, Instructions to Offerors ? Commercial, applies to this acquisition. The FAR Provision 52.212-2, Evaluation of Commercial Items applies. The specific evaluation criteria to be included in paragraph (a) of the provisions are (1) technical capability of the item offered to meet the Government Requirements, and (2) price. Factor one has the highest importance. Quoter shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications ? Commercial Items with its offer. The FAR Clause 52.212-4, Contract Terms and Conditions ? Commercial Items applies to this solicitation and the following addenda is added: FAR 52.247-34 F.O.B. Destination.
