Description
NAICS Code: 541910 The U.S. Environmental Protection Agency (EPA) intends to award a sole source Purchase Order to Maritz Research. The purpose of this acquisition is to obtain syndicated automotive research data and results pertaining to the new car-buying market in order to implement an effective market-based incentive labeling program through the Office of Transportation Air Quality's (OTAQ) SmartWay Program. Due to information collection restrictions, obtaining the syndicated survey from Maritz Research, which analyzes approximately 90,000 responses from recent car buyers, is the most valid and cost-effective method for OTAQ to make informed decisions regarding strategic planning of a vehicle labeling program. It has been determined that Maritz Research is the only available vendor able to fulfill this requirement. The NAICS Code for this procurement is 541910. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. However, any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 15 calendar days of the date of this announcement, will be considered. Interested firms shall provide detailed information outlining their capabilities and abilities to perform this specific requirement. Any response failing to provide the aforementioned data will be disregarded. Responses to this posting must be in writing. A determination not to compete the proposed Purchase Order based upon responses to this notice is solely within the discretion of the Government.
