- Pursuant to OMB Circular A76, this synopsis announces a Tentative Decision on a streamlined cost comparison study of IRS?s Architect/Engineering Services. The study has resulted in a Tentative Decision that it is more cost effective to retain these services in-house (performance by Government personnel) than to covert them to private sector performance. This announcement begins the Public Review Period in which the public is provided an opportunity to review and challenge the documents that were used in the cost comparison. The Public Review Period (PRP) shall last 20 calendar days from the date of this announcement. To be eligible for consideration, challenges to a tentative decision must (1) be in writing (no special forms required); (2) be submitted to the Contracting Officer, Barry Kearns, at the address provided above, at telephone number (202)283-1640 and fax number (202)283-1513 by the end of the PRP (4:00 P.M. on May 26, 2003); and, (3) involve costing issues or issues of noncompliance with OMB Circular A-76 procedures that govern the Streamlined Cost Comparison process.
