- Description
- The Internal Revenue Service intends to negotiate on a sole source basis with the University of Tulsa to develop new training and test image for forensic investigators on ILook's new user interface. This includes providing a research team to analyze the capabilities of the ILook Investigator and design and install on a test computer an operating system and sufficient programs and files to provide a baseline testing and training image for use with the ILook Investigator. The team will also design training modules to teach forensic examiners the features of the ILook investigators and develop training exercises, based on the test image, to test the examinier's ability to use the ILook features. The final deliverable will be the test image, the training exercies and such training modules agreed to between the contractor and the IRS. All responsible sources who can provide the above requirements shall submit written quotations no later than 10 days from the published date of this announcement. No solicitation will be issued, therefore, such requests for solicitations will be considered non responsive. Evaluation/award will be based on the lowest price to the government. All quotes shall include price(s), FOB point, a point of contact - name and phone number, GSA contract number, if applicable, business size and payment terms. If no affirmative responses are received the award will be made to the University of Tulsa.
