- This serves as public notice for an open competitive bid to permit the contruction, installation, and operation of a co-located commercial telecommunications tower facility on Reclamation land authorized under the provisions of the Telecommunications Act of 1996. Reclamation is seeking potential developers to construct, operate and maintain said facility under the terms of a permit. The successful bidder will be directly responsible for the operation of the facility under the terms of a Facility Owner. Reclamation has identifeid two potential sites located on the north and south side of the lake within the Millerton Lake State Park, Friaint, Calirornia. Only one (1) site will be developed based on the site survey conducted by Reclamation. The proposed development area is anticipated to be 100 feet by 100 feet. Both sites have existing access, and utilities. The sites are generally located in the northeast (NE4) of Section 8 of Township 11 South, Range 21 East, and the northeast (NE4) of Section 33, of Township 10 South, Range 21 E ast, MDBM. Interested developers must provide a competitive bid offer for the use of the above referred area to include monthly rental fees and addtional tenant rent(s). A minimum bid offer of $1,000 per month as the facility base rate shall be necessary for a successful bid with an additional pontential tenant user rent of a minimum rate of 20% of the scheduled base facility rate. Construction must begin within six (6) months from the award of a permit to construct. A permit issued pursunatn to this comletive offer shall be awarded on the basis of the public benefit to be provided, the financial and technical capability of the bidder to understate the project and the bid offer. Written competitive bid offers shall be recierved to Bureau of Reclamation, South Central Area Office, 1243 N Street, Fresno, CA 93721 with the close of business 15 days from the date of this notice.
