Description
NA On or about 30 May 2003, this office will issue Request for Proposals the design and construction of REPLACE HEAT PLANT 1-62, PN 3345, IOWA APP, IOWA. This solicitation will close on or about 15 July 2003. This solicitation is unrestricted and open to bo th large and small business participation. Site visits of the proposed work must be arranged in advance. A site visit and pre-proposal conference will be held at Iowa AAP on 19 June 2003. Coordinate site visits and pre-proposal conference attendance and details (time of site visit and conference) with the Project Manager (Jim Conroy), U.S. Army Corps of Eng ineers, Omaha District, 106 South 15th Street, Omaha, NE 68102-1618, Telephone: (402) 221-4550 or FAX: (402) 221- 4828. Access for site visit will be restricted to U.S. Citizens only. Anyone wishing access shall provide the following information: a. Name of Contractor. b. Names of individuals. c. Social Security numbers. d. Date of Birth. DO NOT submit requests for plans and specifications to the site visit personnel listed above. See ?Ordering? below. ______________________________________________________________________________ The work will include the following: (Approx. quantities) Project Description: Design and construction for an upgrade to the existing heat plant at building 1-162, including removal of two existing boilers and installation of a boiler capable of providing 100,000 pounds per hour superheated stream at 225 pounds per square inch (gauge ) pressure and 500 degrees F, along with associated controls, asbestos removal, mechanical and electrical work, and modifications to building 1-62. Proposal Evaluation: Evaluation and award of this project will be based on the lowest price, which meets the technical requirements for design (experience, personnel and past performance) and construction (experience, personnel and past performance) established by the solicita tion. The estimated construction cost of this project is between $1,000,000 and $5,000,000. _______________________________________________________________________________ Contractor's Quality Control will be a requirement in this contract. Large business concerns submitting proposals for services exceeding $500,000 or for construction exceeding $1,000,000, shall comply with Federal Acquisition Regulation 52.219-9 regarding the requirement for a subcontracting plan. The U.S. Army Corps of En gineers considers the following goals reasonable and achievable for fiscal year 2003: (a) Small Business: 57.2% of planned subcontracting dollars. (b) Small Disadvantaged Business: 8.9% of planned subcontracting dollars*. (c) Women Owned Small Business: 8.1% of planned subcontracting dollars*. (d) Service-Disabled Veterans: 3.0% of planned subcontracting dollars*. (e) Hubzones: 3.0% of planned subcontracting dollars*. *- Small business concerns owned and controlled by. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 400 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. The RFP plans and technical criteria/specifications are available on Compact Disk (CD-ROM) and will be provided free of charge. It has been determined that the number of Compact Disks be limited to one (1) per firm. RFP Plans and technical criteria/Specifi cations will not be provided in a printed hard copy format. Contractors may view and/or download the basic pro ject from the Internet at the following Internet address: http://ebs-nwo.wes.army.mil/ The CD-ROM includes additional information that it not available on the Internet address.
