Description
The U.S. Department of Commerce, NOAA is requesting proposals for repairs and modifications to a sixty-five foot, aluminum boat with an 18-foot beam. This procurement is for the National Marine Fisheries Service Laboratory located at 202 Delmas Avenue, Pascagoula, Mississippi. The Contractor shall provide all labor, tools, and supplies required to perform the tasks listed below on the M/V Gandy. All work shall be performed dockside at the National Marine Fisheries Laboratory facility. The Government will provide all power (both 110V and 220V) and water sources to accomplish the tasks detailed below. The Government will also supply a crane with a crane operator to assist in these tasks. 1. FABRICATION AND INSTALLATION OF TWO FUEL TANKS: Fabricate two fuel tanks using Series 50 marine grade 1/4" aluminum plate and angle in accordance with Attachment A and the description listed herein. Each tank shall be 72"L X 55"W X 40"H and shall hold approximately 650 gallons of fuel. Each tank shall baffled with intersecting baffles, which quarters the tank. The tanks shall be installed below-deck in the aft of the on the existing frames. These frames shall be covered with rubber to provide insulation between the tanks and the frames. The tanks shall be air tested to 2.0 PSI after installation. Fabricate and install a fill pipe and a vent pipe. The fill pipe shall be constructed of Series 50 marine grade 2-inch aluminum pipe and the vent pipe shall be constructed of Series 50 marine grade 1-inch aluminum pipe. The Contractor shall also fabricate and install a spill recovery basin. The basin shall be 22"L X 8"W X 8"H and shall be constructed of Series 50 marine grade 1/4" aluminum plate. 2. FABRICATION AND INSTALLATION OF CANOPY: Fabricate and install a canopy. The canopy shall be constructed of Series 50 marine grade 1/4-inch aluminum plate. The canopy shall be constructed so that it extends the aft of the existing boat top approximately 7 feet (to the step-up midship) and extends the sides of the existing boat top approximately 4 feet until the boat top is even with the side of the boat. The canopy shall be welded to the existing boat top. Fabricate and install four (4) each uprights to support the aft of the canopy. Each aft support shall be 4 inch X 4 inch X 8 feet and shall be constructed of Series 50 marine grade 1/4-inch aluminum plate. These upright supports shall be spaced evenly across the aft of the canopy and extend from the deck to the canopy. The Contractor shall also fabricate and install ten (10) each uprights to support the sides of the canopy. Each side support shall be constructed of 1-1/2 inch Series 50 marine grade aluminum pipe. The side supports shall be spaced evenly across the length of each canopy side and extend from the deck to the canopy. 3. FABRICATION AND INSTALLATION OF BULWARKS AND HANDRAILS: Fabricate and install a bulwark around the entire perimeter of the boat. The bulwark shall be 24 inches tall and constructed of Series 50 marine grade 1/4-inch aluminum plate. A 3-inch Schedule 40 marine grade aluminum pipe shall be welded to the top of the bulwark over its entire length. The Contractor shall fabricate cutouts in the bulwark for existing cleats. The cutouts shall be lined with a ? inch to 3/4-inch aluminum rod to protect ropes from chafing. The bulwark shall be braced with uprights, which are the full height of the bulwark and top pipe cover (27 inches). The uprights shall be constructed of Series 50 marine grade 1/4-inch aluminum and shall be installed 40 inches to 48 inches apart around the entire bulwark. Fabricate and install handrails to top the bulwark beginning at the step-up from the buoy deck extending around the bow. The handrails shall be constructed of Series 50 marine grade 1-1/2 inch aluminum pipe and shall be installed so that they are 42 inches from the deck, which will require the Contractor to use uprights between the top of the bulwark and the handrail. These uprights shall also be constructed of Series 50 marine grade 1-1/2 inch aluminum pipe. There shall NOT be a handrail installed across the stern of the boat. It is the responsibility of the Contractor to inspect the vessel to determine all requirements necessary to perform the contract herein. Failure to do so will in no way relieve the Contractor of responsibility for furnishing any materials or performing any work required to carry out the terms of the contract.
