- Description
- Y--The Government intends to issue an Invitation for Bids (IFB) for the construction of a new a Horticulture Laboratory, which will be located in Poplarville, Mississippi. This new facility will contain approximately 30,000 square feet of laboratory, administrative, and support space. This project will include: site work, architectural, structural, mechanical, electrical, building systems, and computer-based controls. The completion time is 15 months calendar days after notice to proceed with construction is issued. The estimated Cost of Construction (ECC) for the project is between $5,000,000 and $10,000,000. It is planned that this procurement will be conducted on an unrestricted basis in accordance with the Small Business Competitive Demonstration Program and under sealed bidding procedures. Large Business firms will be required to submit a subcontracting plan with goals for small, small disadvantaged, woman-owned small, HUBZone small, and service-disabled veteran-owned small businesses. A bid bond and Miller Act Performance and Payment Bonds will be required. It is intended that Solicitation No. 17-3K15-03, including drawings and specifications, will be available for viewing on FedBizOpps (www.fedbizopps.gov), on or about June 10, 2003. Firms who download this package are requested to send an e-mail to the Contracting Officer at bsharma@ars.usda.gov. Sets of Plans and Specifications will be available for purchase on or about June 10, 2003, for a non-refundable fee of $100. The request and the checks or money orders MUST BE SENT TO: Sonya Pace, Barlow, Eddy, Jenkins, P.A., 1530 North State Street, Jackson, MS, 39202. The checks or money orders are non-refundable and shall be made payable to: USDA, Agricultural Research Service. Cash, credit cards, and two-party checks will not be accepted. TELEPHONE OR FACSIMILE REQUETS FOR THE SOLICITATION PACKAGE WILL NOT BE ACCEPTED. A single pre-bid conference and site visit will be conducted on or about June 24, 2003. Minority business contractors are asked to attend the Pre-Bid Conference and provide copies of their business resumes to potential prime contractors for possible subcontracting opportunities. Bid opening will be on or about July 29, 2003, 2:00 PM (EST).
