- Description
- This is a combined synopsis/solicitation for commercial items prepared with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation No. DTCG23-03-Q-TFE610 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-13. The NAICS code is 335999 and the small business size standard is 500 employees. Description of Requirement: The USCG intends to award a sole source purchase order to Control Solutions Incorporated, 10 County Line Road, North Branch, NJ 08876 for the following brand name items: 1) CSI OpenMCES Communications Systems which includes: a) Hardware Package (Power Supply with 5 and 12VDC outputs, CPU module, digital input module, and relay output module.), b) Design/Draft of layout, schematics and connection diagrams, c) Programming/document of the MCES system, d) Start-up and commissioning of the system at LSU, e) On-Site Training, and f) One-Year Standard Commercial Warranty for hardware and software. Six (6) CSI Open MCES Communication Systems to be delivered within 30 days after receipt of order and the remaining systems to be delivered 14 days ARO thereafter. 2) Mil-Spec Communication Cable. Seventeen (17) each to be delivered within 30 days after receipt of order. In addition, kick-off meeting scheduled one-week after receipt of order at contractor?s location. Note: USCG Coast Guard obtains ownership of all developed software. Delivery F.O.B. Destination to the Loran Support Unit, 12001 Pacific Ave., Wildwood, New Jersey, 08260-3232. The following provisions and clauses apply to this RFQ and are incorporated by references: FAR 52.212-1, Instructions to Offerors--Commercial Items (OCT 2000). The following addenda is added to FAR 52.212-1: (1) Paragraph (b) ? The quote may be submitted using a SF 1449 and a copy may be obtain by contacting Catherine Baskin. Quoter is instructed to include a completed copy of FAR provision 52.212-3 (JUL 2002), "Offerors Representatives and Certification--Commercial Items with their offer. FAR 52.212-4, Contract Terms and Conditions-- Commercial Items (FEB 2002), FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders (APR 2003) applies to this acquisition and the following clauses cited in the clause are applicable to this acquisition: FAR 52.222-26 Equal Opportunity (E.O.11246) (APR 2002); FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era (38 U.S.C. 4212) (DEC 2001); FAR 52.222-36 Affirmative Action for Handicapped Workers (29 U.S.C. 793) (JUN 1998); FAR 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212) (DEC 2001); FAR 52.225-3 Buy American Act--Supplies (41 U.S.C. 10) (MAY 2002). 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration (31 U.S.C. 3332) (MAY 1999). The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
