Description
NASA/GSFC/Wallops Flight Facility (WFF) plans to issue a Request for Offer (RFO) for indefinite delivery/indefinite quantity (IQ/IQ)services necessary for the launch of orbital and large suborbital space hardware from Wallops Flight Facility. Specific services will include the following: (1) launch support services related to use of specialized Virginia Commercial Space Flight Authority (VCSFA)-owned or controlled launch range equipment for support of launch vehicle and spacecraft mission activities conducted by GSFC, including but not limited to Pad 0A and Pad 0B launch complexes, resident at WFF and (2) feasibility studies and mission planning. These activities may include such services as, the providing for moving or assembling flight hardware, protecting hardware, providing safety oversight of launch site activities on behalf of GSFC, and providing expendable products necessary at the launch site. NASA/GSFC/WFF intends to purchase the items on a noncompetetive basis from VCSFA in accordance with 10 U.S.C 2304(c)(1), as implemented by FAR 6.302-1, "only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements." VCSFA maintains the only specialized expertise and capability to operate existing launch infrastructure such as ground processing and launch pad activities, capable of satisfying large launch vehicle requirements at Wallops Flight Facility, Wallops Island, Virginia. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 20, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
