- Description
- The General Services Administration, Federal Technology Service, Region 3, Philadelphia intends to solicit through other than full and open competition pursuant to FAR 6.302-1 with Northrop Grumman for the acquisition of maintenance services in support of the AltaScan Card Scan and Store N Forward base hardware and software system. Northrop Grumman is the only manufacturer of the AltaScan Card Scan and Store N Forward system. This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for proposal (RFP), GS-03T-03-R-0013. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-11. The Defense Security Service has been tasked with providing maintenance support for the Altascan StoreNForward Fingerprint System and scanning stations. Northrup Grumman IT will be required to provide twelve months of maintenance support for the Altascan StoreNForward Fingerprint System and scanning stations. The equipment is installed in the on-site at: Defense Security Service 601 10th Street Fort Meade, MD 20755 Hardware and software maintenance service for the Store?n?Forward base hardware and software systems will consist of support during the principal period of maintenance 7:00 am to 5:00 PM EST, Monday through Friday (excluding holidays). Hardware and software maintenance service for the 14 Altascan Cardscan stations will consist of support during the principal period of maintenance of 7:00 am to 11:00 PM EST, Monday through Friday (excluding holidays). Once the customer calls into the Help-Line or emails the selected vendor?s help account, a return call or email will occur within two hours of the initial contact. Software maintenance includes remote diagnostics (when available), telephone assistance via the selected vendor?s Help-Line, technical guidance, product updates, and product bug reporting and fixes. On-site software and hardware maintenance support will be available once the upfront diagnosis by the vendor Help-line is complete. If the problem cannot be solved via the telephone or using the DSS contracted System Administrator, an Engineer will be dispatched to the site within four hours to perform system maintenance. If weekend or after hours (outside the hours stipulated above) support is required, the vendor will be requested to perform those duties at additional cost on a per request basis. Northrop Grumman IT will provide one-day refresher training on the AltaScan Store and Forward System. Using the DSS AltaScan Store and Forward Test system as the training environment, a Northrop Grumman IT engineer shall provide instructional guidance and tips in managing the AltaScan Store and Forward System. The training session consists of a Northrop Grumman IT engineer with no more than 4 trainees for a period of one day (6 hours class time). The training will address all systems maintenance requirements and monitoring capabilities. Period of Performance: May 10, 2003 through May 10, 2004 All ?wrapped software? enhancements and modifications that are unique to the DSS fingerprint process (i.e. CCMS / FASS interfaces) are not included in the one-year maintenance of the AltaScan Card Scans and Store N Forward systems. Support for the ?wrapped software? was contracted separately.
