Description
The Naval Sea Systems Command intends to award a contract on a sole source basis to TITAN Systems (formerly Program Support Associates (PSA) Inc., a small business), 2611 Jefferson Davis Highway, Suite 3000, Arlington, VA 22202, for the technical support, operation of, enhancement of, maintenance of, and modernization of the Financial Management Information System 2000/Upgrade (FMIS 2000/UG). It is anticipated that an indefinite-delivery/indefinite quantity, Cost-Type and Firm Fixed Price contract will result from the request for proposal (RFP). FMIS 2000/UG supports the business and financial management functions of Program Executive Office, Submarines (PEO SUB); Program Executive Office, Littoral and Mine (PEO LMW); Program Executive Office Carriers (PEO CVX); and other NAVSEA program offices. It is also deployed by Space and Naval Warfare Systems Command (SPAWAR) and its a ssociated PEOs and Direct Reporting mangers., These user groups work together to define process and product improvements to support both user groups. The place of performance is Titan System, Arlington VA for all help desk and system work and the Washington Navy Yard (DC), SPAWAR (CA) and PEO INFODESK (CN) for program installation. The purpose of this requirement is to consolidate the financial management requirements for the user groups into a consistent, centrally managed vehicle. The contractor will provide system maintenance, upgrades, and modifications to FMIS 2000/UG to support these user communities, including modules to produce required interfaces with financial systems in SEA01, Comptroller, and other external organizations. The contract will be for a base period of 1 year and 4 one-year options. This is a continuation of services provided under contracts N00024-98- C-2902 and N00039-99-C-3101. A formal RFP will be issued on or around 4th Quarter GFY 03 and will be made available for download at http://www.eps.gov and http:www.neco.navy.mil. A written proposal is being sought with an anticipated award date of late 4th Quarter, GFY03. TITAN (formerly PSA) is the incumbent and the only source with the technical capability and resources of meeting the support needs in the required delivery time frame.
