Description
This is the sixth sources sought synopsis for an OMB Circular No. A-76 Commercial Activities study for Industrial Maintenance Support Services at the Naval Air Depot (NADEP), Cherry Point, North Carolina, previously advertised under solicitation number N68335-01-R-0340 and changed to solicitation number N00421-03-R-0060. The four previous synopses were issued by NAVAIR Lakehurst on 28 June 2002, 12 August 2002, 11 September 2002, 10 October 2002 and the fifth was released by NAVAIR on 3 March 2003. The requirement falls under the NAICS Code 561210, Facilities Support Services. The small business size standard associated with this effort is $6M. Prospective offerors must obtain International Standards Organization (ISO) 9001 (2000) registration in accordance with ANSI-RAB accreditation requirements. This effort will be competed on a "full and open" basis and will use a Best Value method of evaluation. A Government workforce supplemented by contractor support currently performs the Industrial Maintenance Support Services. A cost comparison will be conducted, under OMB Circular No. A-76, to determine the most cost effective mode of operation. The Government is developing an In House Cost Estimate and a contract may or may not be awarded as a result of this study/comparison. If a contractor is selected as the most cost effective service provider, an award will be made in accordance with OMB Circular No. A-76 and all other applicable Government and Navy acquisition procedures. The service provider shall provide all personnel, materials, supervision, management and other resources necessary to perform the following major functions: supervision services; utilities operations and maintenance services; manufacturing and installation services; inspection, testing and certification services; reactive maintenance services; preventive maintenance services and command support services. This work will be performed primarily at the Marine Corps Air Station, Cherry Point, North Carolina, while some travel, both foreign and domestic, may be required. The requirement will have a base performance period with 4 option periods for a total of five years of performance. A site visit is not anticipated.
