Description
The Air Force Research Laboratory Information Directorate, Rome NY intends to solicit and negotiate a sole source contract under the authority of FAR 6.302-1 with Fractal Antenna Systems, Inc., Malden, MA. The contractor will fabricate and deliver two fractal antenna system prototypes that adapt existing patented technology to demonstrate HF, VHF, and UHF performance to compare to existing designs of the WOLFPACK program. In an approximately six-foot length by 2.5" outer diameter, the antenna system will perform from 20 MHz to approximately 1GHz with a single antenna feed. Period of Performance is 01 Jun 2003 through 30 Sep 2003. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions are not considered to be "significant concerns" and should be communicated directly to Contract Specialist, Cindy Rutledge, rutledge@rl.af.mil or Fax 315/330-2555. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. The Ombudsman for this acquisition is Ms. Linda W. Reed, Deputy Chief, Chief, Contracting Division, at (315)330-7748. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposal or in the source selection process. The Ombudsman should only be contacted with issues or problems that have not been previously brought to the attention of the Contract Specialist/Contracting Officer and could not be satisfactorily resolved at that level. This procurement shall be awarded under Simplified Acquisition Procedures (SAP). Commercial requirement is 100% small business set-aside under NIACS code 334220, with a small business size standard of 50 or fewer people.
