Description
The South Texas Veterans Health Care System (STVHCS) has a requirement for provision of necessary equipment and service for the Veteran Identification Card (VIC) System to include all associated equipment and service. The solicitation will be issued on a brand name or equal basis in accordance with Veterans Administration Acquisition Regulation (VAAR) 811.104 and include the clause 852.211-77 BRAND NAME OR EQUAL. This process is intended to be descriptive but not restrictive, and is to indicate the quality and characteristics of products that will be satisfactory. The brand name or equal listing provides those salient physical, functional, or other characteristics of the referenced products essential to meet the minimum needs of the Government. The solicitation will be issued as a firm-fixed price performance based service contract for the lease of said equipment for a period not to exceed three years with the option for the government to purchase the equipment prior to expiration of the term of the lease. In addition, the solicitation will require full service and maintenance support for the term of the lease requiring on-site service repair within two (2) hours of notification for the San Antonio Division and to the Kerrville Division and Outpatient Clinics within four (4) hours of notification. Down time for each unit will not be allowed for a period of more than eight (8) hours during any month of the lease. Units that will be down for more than an eight (8) hour period will be replaced with a unit in working order at no additional cost to the Government. Detailed equipment and Service requirements will be outlined in the Solicitation. The solicitation will be issued on or about May 16, 2003. It is anticipated that the quotations will be required to be submitted no later than May 30, 2003. This time frame has been established due to the fact four (4) of the seven (7) existing systems are down and these are critical systems for the Department of Veterans Affairs. Prospective offerors need to monitor www.fedbizopps.gov for the solicitation as all requirements will be available electronically and no hard copies of the solicitation will be provided. NAICS CODE 333313 WILL APPLY AND THE SIZE STANDARD IS 1000 EMPLOYEES
