Description
Amendment 001 provides responses to questions pertaining to the combined synopsis/solicitation COW-3-R-0043, Immigration CD-ROM Legal Reference Materials. Note: The due date for proposal submissions remains unchanged. All proposals are due NLT May 7, 2003 by 1:00 p.m. EST. Q. 1. Who is responsible in providing all legal materials to be placed on the CD-ROM? If the Bureau of Immigration and Customs Enforcement or someone else will be responsible, what format (i.e. electronically, hardcopy, MS Word, etc.) will it be provided in and when will the contractor receive that information? A. The offeror is responsible for providing all legal materials to be placed on the CD-ROM. Q. 2. It states that each CD should "provide quarterly reports". Please clarify (i.e. who will provide information to place into quarterly reports, what type of reports, will a program have to be developed inside the application so that the user type in the numbers and, as a result, a report is generated, who will provide the general format of the report, etc) A. This should have read "Provide quarterly updates". Q. 3. Will information placed on CD be subsequently revised? If yes, at what intervals and who will be responsible for revising the information? A. Yes, updates will be required on a quarterly basis by the offeror that is awarded this contract. Q. 4. In the "List of legal reference materials to be included on CD-ROM" we noticed that some of the material listed is copyrighted by a variety of publishers. Are the legal publications merely to be included on the CD-Rom for reference or do you want us to replicate? A. The offeror may propose exact publications or similar publications that contain the same basic and salient information as those listed. Q. 5. Item (j) provide quarterly reports. Please provide more detailed information on this specification. A. Please see question 2 for answer. Q. 6. Will each of the publications requested to be on the CD- ROM be supplied by you in electronic format? Adobe PDF or ?? A. No, the offeror is responsible for providing all legal materials to be placed on the CD-ROM. Q. 7. Will you be supplying the graphics for the CD-ROM ? A. No, the offeror will be responsible for providing any and all graphics for the CD-ROM. Q. 8. Are the 27 items to be included on the CD-ROM all available in electronic format? If not, what items are not available electronically, and what is their current format and the volume of information in this format? A. The government is unable to answer this question since we will not be providing the material for this CD ROM. Q. 9. What is the nature of the quarterly reports that are required? (requirement j in the synopsis) A. Please see question 2 for answer. Q. 10. I am assuming that the yearly updates will consist of the most recent versions of the same 27 items lists in the synopsis. Is this correct? A. Yes. For those publications that are only updated annually we will want the latest version as soon as it is updated. Q. 11. Section (vi) part (j) of the solicitation states "provide quarterly reports" - What kind of quarterly reports will the CD provide and in what format? A. Please see question 2 for answer. Q. 12. Where will information for the quarterly report come from and how does the government expect it to be entered into the quarterly reports? A. Please see question 2 for answer. Q. 13. Will the CD perform calculations on, or sorting of, information contained in the quarterly report? A. No quarterly report is required for the CD-ROM's, only quarterly updates of the required information. Q. 14. Section (vi) part (a) of the solicitation states "Fully compatible with all Windows Applications." - Does the above mean the CD-ROM will run on all versions of Windows since Windows 95 (i.e. completely compatible with Windows 95, Windows 98, Windows ME, Windows NT, and Windows XP)? A. It is required that it be compatible with all Windows Applications, not since Windows 95. Q. 15. Section (vi) part (f) of the solicitation states "provide search and print capabilities" - In regards to search capabilities, does the government have a preferred way or method to search through the reference materials? If so, can the government provide a description? A. At a minimum, the government would like the CD-ROM to have the option to be able to search multiple reference materials at the same time, as well as, one reference material at a time. Q. 16. Does the government want the CD to have the capability to search multiple reference materials at the same time, or one reference material at a time? A. Please see question 15 for the answer. Q. 17. In regards to print capabilities, does the government have a preferred format for printing the reference materials? If so, can the government provide a description? A. No, the government does not have a preferred format for printing reference materials. Q. 18. Does the government want the CD to print a complete copy of a reference material, or would the government want the CD to be able to print selectable portions of a reference material? A. The CD ROM should have the ability to print both the complete reference material and selectable portions. Q. 19. Will there be forms, graphs, or images to print? A. Please see question 8 for the answer. Q. 20. Will the government supply the legal reference materials? If so, what format will they be in? If so, will forms, graphs, or images be included with the reference materials? A. No, the offeror is responsible for supplying all legal reference materials. Q. 21. Is the agency currently purchasing these CD-ROM materials from a vendor? If so, what is the current price that is paid to the vendor for the product(s)? A. Yes, we are currently purchasing these materials from a vendor for $875.00 per CD-ROM. Q. 22. Since many of the products listed in the specifications are proprietary products offered by different vendors (no single vendor can provide all of the content), are we correct in our assumption that equivalent products may be offered under this solicitation? A. Please see question 4 for the answer. Q. 23. Is all content listed in the Solicitation mandatory? If not, please provide a breakdown of mandatory and desirable content. A. Yes, all content listed in the solicitation is mandatory. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation and whose price represents the lowest cost to the Government. The Government reserves the right to award on an all or none basis. Q. 24. On what date will the contract be awarded? A. On or about May 15, 2003. Q. 25. How soon, following the date of the award, will delivery of the material be required? A. Delivery of material will be required 30 days after award of contract. Q. 26. Is pricing for the (4) option years required with this proposal? A. Yes, pricing for all 4 option years is required with this proposal. Q. 27. If required, should pricing for option years two, three, four, and five be displayed separately? A. Yes, pricing for all 4 option years should be displayed separately.
