- BROAD AGENCY ANNOUNCEMENT (BAA) 03-29 FRICTION DRAG REDUCTION (FDR) PHASE 2, CLOSING DATE: 30 April 2004 FIRST SELECTIONS: 16 June 2003 POC: Lisa Porter, DARPA/ATO E-mail: frictiondrag@darpa.mil, WEB: http://www.darpa.mil/ato/programs/drag_reduct.htm PROGRAM OBJECTIVES AND DESCRIPTION: The Defense Advanced Research Projects Agency (DARPA) Advanced Technology Office (ATO) is soliciting proposals under this BAA for Phase 2 of its Friction Drag Reduction (FDR) Program. The Phase 2 FDR Program consists of three (3) program topic areas, which include the following: 1) Microbubble Predictive Modeling, 2) Polymer Predictive Modeling, and 3) Large-scale Experiments. The government is soliciting proposals in all three of these Phase 2 topic areas. SCOPE AND FUNDING: The government anticipates award of multiple contracts/agreements. Total program funding for this BAA is currently estimated at the following amounts: $2,000,000 for FY03, $3,800,000 for FY04, $2,300,000 for FY05, and $900,000 for FY06. NOTE: Although this BAA will be open for one (1) year from the date of its publication in FedBizOpps, the government anticipates that the majority of funding for this program will be committed during First Selections. To be considered for funding during First Selections, proposals must be received no later than 4:00pm Local Time on 16 JUN 2003. To preclude unnecessary effort on the part of respondents to this BAA after First Selections, offerors should contact the DARPA Program Manager concerning the likelihood of future funding availability under this BAA. EVALUATION CRITERIA: Offerors choosing to respond to this BAA will be evaluated against the following six (6) criteria: 1) New and Innovative Solutions, 2) Offeror?s Understanding of the Problem and Scope of Technical Effort, 3) Soundness of Offeror?s Technical and Management Approach, Including Teaming, 4) Prior History in field of FDR, 5) Schedule, and 6) Cost. ADDITIONAL GUIDANCE: Offerors choosing to respond to this BAA must read the attached Proposer Information Pamphlet (PIP) which provides specific information about this BAA, including instructions on how to respond.
