- Description
- NASA/GRC has a requirement to design test facilities for high-voltage, high power distribution systems. NASA is sponsoring the designing, building and testing for fuel-cell powered 500kW electric powered distribution systems. The electric power distribution systems shall include electric actuators for flight controls systems and electric motors for propulsion. Distribution voltages are expected to be from 300 to 600 volts. The effort requires use of a proprietary Failure Analysis Tool (F.A.T.) for analysis of the transient load simulator. NASA/GRC intends to purchase the items from Northland Scientific Inc., Venice, FL 34292 using "Only one responsible source and no other supplies or services will satisfy agency requirements". As only Northland Scientific has its propriety F.A.T. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on May 12, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
