- This is a combined synopsis/solicitation for commercial item(s) prepared in accordance with FAR Part 12.6 as supplemented with additional information included in this notice. FISC Norfolk Naval Shipyard Annex anticipates award of a Firm Fixed-Price contract utilizing Simplified Acquisition Procedures as set-forth in FAR Part 13.5 "Test Program for Certain Commercial Items". This announcement constitutes the ONLY solicitation. Proposals are being requested via this notice under Request for Quote (RFQ) Nbr. N00181-03-Q-0273. A written solicitation WILL NOT BE ISSUED. The solicitation document and incorporated provisions/clauses are those in effect through the latest Federal Acquisition Circular and the Defense Federal Acquisition Regulations (DFAR) Supplement 1998 Ed. The NAICS code is 332911 with a Small Business Std Code of 500 employees. NNSY requires the following: 0001) Solid disk rising stem gate valve, 42 inches, 150 lbs class flanges, face to face dimension 17.5 inches, ductile iron body with Monel trim. Valves shall be of new construction and meet AWWA C500 specifications. Quantity: 2 ea. Material shall be shipped FOB Destination to Norfolk Naval Shipyard, Attn: Receiving Officer, Bldg 276, Portsmouth, VA 23709-5000. The following provision/clauses are applicable: FAR 52.212-1, 52.212-2 (Evaluation factors: Technical, Price, Past Performance, Delivery. Technical, Past Performance and Delivery are equal in comparison to Price); 52.212-3, 52.212-4, 52.212-5 (citing 52.203-6, 52.219-4, 52.219-8, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-19, 52.225-13, 52.225-15, 52.232-33) ADDENDA: DFAR 252.212-700; 252.212-7001 (citing 252.225-7001); 252.204-7004; 52.211-14 (DO rated order). Contractors are required to be registered in the Central Contractor Registration (CCR) database. Lack of registration in the CCR may make an offeror ineligible for award. All responses to this RFQ MUST INCLUDE a completed copy of the certifications and representations set-forth in FAR 52.212-3 and DFAR 252.212-7000. Past performance will be evaluated via the Navy's RED-YELLOW-GREEN Program. Parties responding to this RFQ may submit their quote in accordance with their standard commercial practice (e.g. company letterhead, quote form etc) however it MUST be accompanied by and/or include the following: 1) Complete company name, mailing/remittance address; 2) Prompt payment discount (if applicable); 3) Delivery schedule; 4) Taxpayer ID# (TIN); 5) ALL completed certifications as required herein All responses to this RFQ must be received by 12 May 2003, 2:00 PM (local time).
