Description
NA Modified Synopsis (4/30/03): The project includes an Option for Spare Parts for the 20 Inch Cutter Suction Dredge. Original Synopsis (4/23/03): The USACE Marine Design Center intends to initiate a negotiated, best value procurement to obtain an inland, 2 0-inch, non-propelled cutter suction dredge for use on the Upper Mississippi river and adjacent waters. The dredge shall be capable of making 250 foot wide cuts at swing angles between 30 and 40 degrees from centerline. Overall beam shall be 40 feet. Th e vessel shall be classed with ABS ?A-1 Barge?, River Service. Proposals will be reviewed for completeness in satisfying the requirements of the Request For Proposal (RFP) The proposals will be evaluated on their merit against the evaluation factors: 1. Technical Factors (a) Product, (b) Past Performance and Experience, (c) Management . 2. Price (a) Price Realism and (b) Price Reasonableness. Initial cost proposals must be submitted along with initial technical proposal to the Contracting Officer in accordance with the requirements of ?section L ? Proposal Requirements and Evaluation Criteria? of the RFP. The government may award a contract on the basis of initial proposals received without discussions (without the need for the auction); therefo re, each proposal should contain the offeror?s best terms. The Contracting Officer has opted to conduct a dynamic, anonymous, on-line reverse auction (?auction?). The Corps of Engineers has contracted with FreeMarkets, Inc. (?FreeMarkets?) for FreeMarkets to conduct the auction for this solicitation. FreeMarkets refers to such an auction as a Dynamic Bidding Event (DBE). During the DBE, Offerors will provide REVISED AND FINAL pricing through the submission of electronic offers via software that will be p rovided by FreeMarkets. FreeMarkets will explain this process in detail and train each qualified Offeror prior to the DBE. Instructions will be provided in the Request for Proposal. The Contracting Officer reserves the right to conduct verbal or written discussions with respect to factors other than price with the Offerors at anytime prior to award. The Request for Proposal Number (RFP) DACW61-03-R-0022 will be available on the Internet Web pages on or about 8 May 2003. Hard copies will not be availabl e. No written or fax requests will be accepted. Contractors shall download this RFP (including drawings) and all amendments from the Internet web page at the following address https://ebs.nap.usace.army.mil on or after the issue date of the RFP. The off icial media of distribution for the RFP is the Internet Web Page. All amendments to this RFP will be posted to the Internet web page at the above address. Hard copies will not be furnished. It is the contractor?s responsibility to monitor the web page f or any amendments. Interested contractors must register on the Internet Web page. If any of the contractor?s information changes during the advertisement period, contractors are responsible to make changes to their user profile on the Internet Web Page. Failure to make changes in their user profile may cause for delay in receiving notification of the RFP and Amendments. Contractors are responsible for printing copies of the RFP and any amendments. Proposals will be due on or about 10 JUNE 2003. NAICS code is 336611 with a size standard of 1000 Employees. Bonding is required. If your bid guarantee is in the form of a bid bond, the bond must be properly signed by both the bidder and surety (BONDING DOCUMENTS INCLUDING POWER OF ATTORNEY SHOULD BEAR AN ORIGINAL S IGNATURE BY AN OFFICER OF THE SURETY) and all required seals must be affixed. All contractors are required to be registered in the DOD?s Central Contract Register before award as required by DFARS 204.7300.
