Description
NA This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation Number DAHA32-03-T-0004 is issued as a Request For Quotation (RFQ). This is a 100% Set-aside for Small Business. The Small Business Size Standards SIC code is 8999. The size standard is $5.0 Million. The North Dakota Air National Guard (NDANG) intends to award a Firm Fixed Price (FFP) Service Type contract for a period of One (1) Base Year and Four (4) Option Years c onsisting of twelve (12) months each. The NDANG Civil Engineering Squadron (CES) Roads & Grounds Flight has a requirement for herbicide, fertilizer, growth retardant and thistle control application on the property of the NDANG located at 1400 28th Avenue N orth, Fargo, ND 58102-1051. The requirements for this proposed contract are indicated in the Statement of Work (SOW) seen below. The description, specifications and Statement of Work for performing LIMITED Grounds Maintenance on the property of the NDANG. The Government?s requirement of products to be utilized on this contract and shall not be substituted for any other product(s). C ontractor shall be responsible for the procurement of all products for use on this proposed contract. The herbicide shall be brand name; STRIK 3; the rate of application shall be 2 quarts per acre or as recommended by manufacture label. Total acreage for herbicide application shall be 75 acres and shall be done in the Spring of the year when weather condit ions in Fargo, ND are conducive for application success. The Fertilizer shall be 28% nitrogen, 9% phosphate 9% potassium and 4% iron. The fertilizer shall be a dry granular slow release sulfur coated type applied at the rate of 435 pounds per acre. Total acreage for fertilizer application shall be 22 acres and s hall be done in the Spring of the year when weather conditions in Fargo, ND are conducive for application success. A Fall application of fertilizer may be needed but will only be applied IF REQUIRED. Pricing is still required in case the CLIN is utilized. The Plant Growth Regulator (retardant) shall be the brand name; EMBARK and the rate of application shall be 2 pints per acre or as recommended by manufacture label. Total acreage for Plant Growth Regulator (retardant) application shall be 10 acres and shal l be done AS REQUIRED by manufacturer?s recommendation. The Thistle control shall be the brand name; CURTAIL and the rate of application shall be 1.5 quarts per acre or as recommended by manufacture label. Total acreage for Thistle Control application shall be 10 acres and shall be done AS REQUIRED. The successful contractor will commence all applications upon notification either written or oral by the NDANG within three 3-days of suitable weather; this shall also pertain to ?AS REQUIRED? applications. The Government reserves the right to adjust the number of acres to be treated for all applications either up or down by 10% as deemed necessary by the requesting activity. Application shall be accomplished during the normal business workweek of the contractor, unless mutually agreed to by the NDANG and contractor to do otherwise. All herbicide spraying shall be guaranteed after application. Indicate the guarantee period (num ber of days) after application ________. The contractor shall be notified by the NDANG within the guarantee period on any areas, which have an ineffective kill from application. These identified areas shall be sprayed again without additional cost to the N DANG. The successful contractor must be a qualified applicator and have all required licenses for pesticide application within the state of North Dakota at the time of award. A scaled map of the areas for application will be available to the successful contrac tor from Civil Engineering at time of award. The successful contractor will provide to the requesting activity (119th CES) a Pesticide Application Record consisting of; date, time, product, dosage, air temperature, wind speed, wind direction, amounts, and location of each type of application.
